添加遥测目标工作区

anthropic-beta: telemetry-destinations-2026-08-11. How to send beta headers向目标的工作区列表中添加一个工作区。
在 include 模式下，该工作区的 span 开始发送到该目标。在 exclude 模式下，则停止发送。一个列表最多包含 1,000 个工作区。
添加已在列表中的工作区不会产生任何更改，并返回现有条目。尚未在列表中的已归档工作区无法添加。workspaces.type 为 all 的目标没有列表，因此 API 会返回 400。要更改此类目标覆盖的工作区，请更新其 workspaces。
