列出支出限制
GET/v1/organizations/spend_limits
列出組織的支出限制。
限制依範圍類型分組，順序為 organization、seat_tier、rbac_group、organization_service、user；同一類型內的限制以固定順序排列，但並非建立順序。僅支援 Claude Enterprise 組織，不支援 Claude Console 組織。
