建立外掛程式
上傳版本的檔案，以建立組織擁有的外掛程式（Plugin）及其 第一個版本。
上傳格式為 multipart/form-data：版本的檔案（files，每個部分以
files[] 傳送），以及選用的 marketplace_id 與 release_notes。資訊清單的 name 會成為
外掛程式的 name，而 display_name、description 與 manifest_version 也
來自資訊清單。
name 可包含小寫字母（任何字母系統）、數字及連字號，最多
64 個字元。大寫字母、空格、底線及其他標點符號會被
拒絕。
name 在市集中必須是唯一的：已被使用的名稱
會傳回 409，其 error_code 為 plugin_name_taken，且若有外掛程式持有該名稱，
該外掛程式的 ID 會位於 details.plugin_id 中。若要放入組織
程式庫市集的外掛程式，其中某個技能與組織技能（管理員在
claude.ai 中為整個組織上傳的技能）同名，也會以 409 拒絕：error_code 為 skill_name_taken，該名稱位於
details.skill_name；請重新命名該技能，或在
claude.ai 中移除該組織技能。error_code 為
registration_pending 的 503 表示外掛程式及其版本已儲存（其 ID 位於
details 中），但尚無法在 claude.ai 中使用：請勿重試建立（重試
會傳回 plugin_name_taken）；請改為在已儲存的外掛程式上建立版本，
即可完成建立。

接受的憑證：具有 write:plugins 範圍的 Admin API 金鑰。
每個請求都必須包含 beta 標頭 anthropic-beta: ce-plugins-2026-09-01。未包含此標頭的請求會傳回 404，就如同該端點不存在一樣。Plugins API 目前為 beta 版，僅適用於 Claude Enterprise 組織。不適用於 Claude Platform（Claude Console）組織，或已啟用 HIPAA 就緒的組織。
